So I noticed my 107 didn't have any DRLs anymore. I tried the deactivation procedure as described in the manual and I hear the beep, but they still don't light. I checked ALL the fuses under the speedo cowl and behind the battery. They're all ok.

Before I start going down a rabbit hole of tracing wires and removing bumpers. Can anyone think of anything else I should try?

try putting a direct voltage to them, the units might have failed, they get damp inside

On a 2014 107 can I remove them without removing the bumper?

You'll more than likely need to remove the bumper (as the fastenings for the drls will be on the inside of the bumper). It's not that hard/time consuming. 7 bolts, and push clip (on top near passenger headlight), and a couple screw/clips on the wheel arches. The wheel arch fasteners were the hardest bit for me (as they'd worn, but tbh they broke, and I've not needed then back on since the first time I took off the bumper on my 2014 107). Just need to be careful unclipping at the sides, otherwise it's a simple enough lift/pull off.
