They don't need to remove anything to check if the bulb is LED or HID - they look so different to a Halogen bulb and the difference can be easily seen just looking into the headlamp lens.

Off-road Halogen bulbs are a different matter - spotting them isn't possible through the lens (but that didn't stop the Citroen garage I bought my C1 from insisting that the road legal bulbs I had fitted "weren't suitable" and changing them at the first MOT in 2011!).
